USB-serial updates for v4.20-rc1

Here are the USB-serial updates for 4.20-rc1, including:

 - support for CBUS GPIO on FTDI devices (FTX and FT232R)
 - fix of a long-standing transfer-length bug

Included are also various clean ups.

All have been in linux-next with no reported issues.
