RDMA/cm: Add Enhanced Connection Establishment (ECE) bits
Extend REQ (request for communications), REP (reply to request for communication), rejected reason and SIDR_REP (service ID resolution response) structures with hardware vendor ID bits according to IBTA v1.4.
